Netflix executive Larry Tanz warns stricter European content rules could choke creativity, chill investment and squeeze opportunities across the continent.

Streaming keeps going global, regulators keep sharpening their pencils, and Netflix is reminding everyone where it draws the line: tell us how much to invest, fine; tell us what to make, not so much.

What Netflix is pushing back on

In Europe, content rules and spend requirements are front and center as platforms expand. Netflix says it is on board with policies that nudge streamers to invest locally, but it does not want regulators deciding the actual types of shows and films it must produce. The company argues that kind of micromanagement chips away at creative freedom and, yes, adds costs.

Who said it, and where

Larry Tanz, Netflix's Vice President of Content for Europe, the Middle East, and Africa, laid this out at the Enders TMT Leaders Live conference in London. He warned against rules that would dictate not just how much Netflix invests, but what it creates.

"We're additive to that local industry. We do not accept the argument that Netflix is simply passing through. We are part of the industry. Let's not sleepwalk into such a future. The UK has thrived because of many routes to market."

Why this matters (beyond policy-wonk territory)

  • If regulators start prescribing genres or content types, it narrows the sandbox for creators and streamers, which can kill off the weird, risky projects that sometimes become everyone’s new favorite thing.
  • Mandating what to make tends to raise budgets and timelines. That extra friction usually shows up on screen one way or another.
  • Netflix’s stance is that it strengthens local industries by pouring money and infrastructure into them, not by box-ticking. The UK shout-out is basically a case study: a market that flourished with multiple ways to get shows made and seen.

The takeaway

Expect Netflix to keep supporting rules that drive more investment into European production, while pushing back hard on anything that prescribes the creative. The debate is not going anywhere, but the company’s message is clear: set the targets, not the storylines.
