Detective Joe Velasco joined Law & Order: SVU in season 23 as an undercover cop with cartel history and a permanent squint. Octavio Pisano played him for four seasons. Fans got a farewell in May 2025, then watched him report for duty again in September.

Both send-offs were real. The first one just came early.

Here's what happened

Pisano was written out because NBC dropped him as a series regular — Deadline reported in May 2025 that he and Juliana Aidén Martinez (Det. Kate Silva) wouldn't return for season 27. On screen, Velasco leaves the 16th precinct to take an undercover assignment with the DEA in San Diego, chasing a drug operation he'd already been working.

The two goodbyes

  • May 15, 2025 — the season 26 finale, "Post-Rage," promotes Velasco to Detective Second Grade, complete with a bar celebration, a ceremony, and a montage. It read as a send-off because it was built as one.
  • September 25, 2025 — the season 27 premiere ends with Velasco getting into an unmarked car on his way home. Pisano had turned up in a pre-season social video, and TVLine confirmed he was back for at least the opener.
  • October 9, 2025 — "A Vicious Circle," episode three, is the actual exit. Chief Kathryn Tynan's office, DEA in the room, job offer on the table.

The actual conversation

Velasco hesitates, mostly because Fin had been shot in the premiere and the squad was already short-handed. Benson doesn't let him use that as a reason:

"You need to be where you can do the most good," she tells him in "A Vicious Circle."

He stops by to see Fin before flying west, and Fin cuts him off before he can get a sentence out.

Why did Pisano leave?

No official reason has been given. Deadline noted it was unclear whether the decision was creative, financial, or both, and pointed to a round of budget reductions running across multiple NBC shows ahead of the network's 2025 upfront. Neither NBC nor Pisano has expanded on it since.

For the record: SVU has now cycled through enough detectives that only Mariska Hargitay has been there since 1999. Ice-T arrived in season two. Velasco lasted four years, which puts him comfortably ahead of the average.
