Why did Stephen leave Scandal? Shonda explained the decision herself
In Scandal's first season, Stephen Finch was Olivia Pope's right hand — the charming, well-connected fixer played by Henry Ian Cusick, fresh off his run as Desmond on Lost. Seven episodes later, he vanished from the firm without a death, a scandal, or even a goodbye scene. The explanation came straight from the top.
Shonda's explanation
In June 2012, The Hollywood Reporter broke the news that Cusick's contract had not been picked up for season 2, in what both sides described as a mutual, amicable decision. Shonda Rhimes then laid out her reasoning in a TV Guide interview: the show simply hadn't found enough for the character to do.

Rhimes called Cusick a great guy and framed the exit as a favor rather than a firing — instead of keeping a talented actor on the bench, she'd rather free him up for other work. As season 1 took shape, the show had sharpened into Olivia's story, and Stephen's lane kept narrowing.
How the show wrote him out
Gently — which by Scandal standards is remarkable. In the season 2 premiere, Olivia explains that Stephen left the firm and moved away with his fiancée Georgia to live a normal life. No body bag, no cover-up, no B613. In Shondaland, that's about as close to a happy ending as anyone gets.
Did he ever come back?
Once. In season 4, episode 13, "No More Blood" (2015), Stephen resurfaced to help rescue Olivia after her kidnapping and auction. Rhimes told Entertainment Weekly she'd wanted his return "for a long time." It was his final appearance on the show.
What Cusick did next
Leaving early worked out fine:
- The 100 — six seasons as Marcus Kane (2014–2020), his biggest post-Lost role.
- MacGyver — series regular as Russ Taylor across seasons 4 and 5.
- Behind the camera — he moved into directing, including episodes of The 100.
Cusick's exit made room for a promotion the very same week — Joshua Malina's U.S. Attorney David Rosen was upped to series regular for season 2. One gladiator out, one lawyer in.
