The story revolves around an anonymous killer nicknamed Haechi. He takes the lives of criminals who have been released from prison or who have escaped punishment altogether and posts the videos online.
A team of experienced detectives, led by Seo Do-cheol, is tasked with solving his case. When Haechi's next potential victim is released from prison, the police decide to protect the criminal in order to track down the self-proclaimed judge and restore justice to the city.
