Adamantium, Thaddeus Ross and the New Captain America
In Avengers: Endgame, Steve Rogers passed the Captain America shield to Sam Wilson and retired. Sam only became the new Cap in The Falcon and the Winter Soldier. Bucky Barnes, who finally gave up the nickname Winter Soldier, helped Sam take over the position.
The series also hinted that he might adopt the nickname White Wolf. Sam relinquished the Falcon costume and position to Joaquin Torres.
In Captain America: Brave New World, Thaddeus Ross became the new president. He had clashed with the Avengers in the past, but decided to work with Cap. After the events of Avengers: Endgame and Eternals, where the world faced alien threats, Ross realized that it was worth working with superheroes to protect Earth.

Thaddeus Ross planned to share the adamantium with the world to avoid conflict. However, the leaders of other countries stopped believing him. An assassination attempt was made on Ross and foreign leaders during an important event.
The Japanese government also found evidence that Ross had ordered the theft of their adamantium samples. It was as if someone had decided to frame the President. Sam and Joaquin, who had become the new Falcon, were to help Ross find the culprit and prevent a possible war.
Samuel Sterns Was Behind the International Conflict
The Leader/Samuel Sterns influenced the outbreak of the international conflict. Ross kept the mutated Leader imprisoned after the events of The Incredible Hulk in order to use his super-intelligence for his own purposes. Sterns helped Ross recover from his illness and become president.
However, even after becoming the country's leader, Ross would not release the prisoner. The Leader became bitter with Ross and wanted to take revenge on him. Ross' medication contained too much gamma rays – due to stress, he could turn into the Red Hulk monster. The Leader wanted to deliberately infuriate Ross so that he would mutate and show his true face to the public.
The Leader used technology in his plan that allowed him to control people's minds. He used it to sic the pilots on the Japanese. Sam and Joaquin stopped the collision. However, Joaquin was seriously injured and taken to the hospital.
During the Events of Brave New World, Bucky Became a Congressman
Sam visited Joaquin and Bucky Barnes came to support him. At the same time, Bucky convinced his friend that his refusal of the Super Soldier serum was not in vain. According to the former Winter Soldier, Sam, as a normal person, will inspire people without superpowers.
From the conversation of friends it became clear: Bucky is now a congressman. This means that through the events of Brave New World, Bucky Barnes has become an influential political figure, making the Avengers more relevant. Bucky can influence the CIA and other agencies, which will help him in future missions.
Thaddeus Ross still turned into the Red Hulk, and Captain America alone faced the mutant. Cap defeated the enemy with a vibranium weapon and convinced him to surrender.
Bucky Barnes Will Be a Key Character in Thunderbolts
Bucky Barnes' cameo in Brave New World sets up the plot of Thunderbolts, with CIA Director Valentina Allegra de Fontaine, who has been consolidating her power in previous Marvel projects, playing a key role.
With the Avengers not yet back, Valentina will propose forming a team of anti-heroes and former villains, the Thunderbolts, in the spirit of DC's Suicide Squad.
Bucky will be Valentina's ally in her political games. He will lead the Thunderbolts on a new mission to save the world. Valentina is a suspicious person, she may have secret dark motives. Therefore, it is not a fact that Bucky will be on her side all the time.
